On September 20, the Hubei BDS Navigation Application Industry Development Forum & Work Promotion Conference was held in Wuhan. Zhou Xianwang, vice-governor of Hubei Province, joined the conference and made an important speech. He Shengyou, deputy secretary general of Hubei Provincial People’s Government, chaired the conference. Bu Jiangrong, deputy director of Hubei Economy and Information Technology Commission, reported the developments of Hubei’s BDS industry. Experts and scholars, including academicians Li Deren and Liu Jingnan from Wuhan University, and researcher Yuan Yunbin from CAS, as well as representatives of relevant provincial departments, BDS enterprises, related parks and units made a speech at the conference.
Dr. Han Shaowei, chairman of Mengxin Technology, delivered a brilliant speech at the conference. He first introduced the development opportunities of Hubei’s satellite navigation and geoinformation industry and the incorporation background of Mengxin Technology. After that, he elaborated the main work progress and achievements Mengxin Technology has made in recent years from four aspects—team development, qualifications and honors, product R&D, and marketing. With a focus on the R&D progress and application value of Mengxin Technology’s first-generation BDS positioning chip MXT2702 and second-generation MXT2708, he introduced in detail the great contribution and development opportunity these two kinds of chips have brought to BDS satellite positioning and geoinformation industry. At last, he put forward suggestions and shared his views on the development of Hubei’s BDS industry.
Zhou Xianwang pointed out that BDS industry has made the following achievements: firstly, the industry has been expanding with rapid development and has created a good environment and taken an important step; secondly, phased achievements have been made in BDS system development; Mengxin Technology has entered the 20-nm field from the 40-nm field, with phased results in both the “one net” development of BDS high-precision positioning service and the “one map” development of spatio-temporal information cloud platform; thirdly, a group of BDS demonstration application projects have been established, and a group of major application projects have been rolled out in the province; lastly, in the aspect of park and enterprise incubation, certain BDS related enterprises have been gathered in Wuhan East Lake High-Tech Development Zone, Xiangyang, Yichang, and Jingzhou.

Zhou Xianwang further put forward his requirements. Firstly, define the development direction. We should develop private and commercial application of BDS navigation towards the target of 100 billion yuan and the municipal and prefecture governments should work out a development plan. Secondly, make breakthroughs in core technology. We should strengthen independent innovation in the aspects of chips, relevant software and hardware and terminals, develop key technologies in the field together with the integrate circuit industry, and carry out differentiated development according to the characteristics of different cities and prefectures. Thirdly, accelerate the promotion of existing competitive products. BDS application should be combined with industrial application and BDS navigation should gradually replace GPS. We should strengthen application promotion and apply all hardware and software formed in the local market. Fourthly, strengthen self-development. In the market-oriented economy, enterprises are the main body and governments are responsible for creating an environment. The key is enterprises’ self-development, governments should provide good supporting services, and market investors should give capital support. Lastly, clarify responsibilities. BDS industry is a strategic, resource-intensive and capital-intensive industry, featuring strong governmental dominance, high industrial requirements and involvement of multiple departments, industries and links. It is a huge system project, so we need to further fulfill responsibilities in all aspects, and all governments and departments should bear responsibilities and closely cooperate with each other.
The conference was attended by relevant academicians and experts, officials from Hubei Provincial People’s Government, Hubei Provincial Development and Reform Commission, Hubei Economy and Information Technology Commission, Science and Technology Department of Hubei Province, Finance Department of Hubei Province, Department of Commerce of Hubei Province, Department of Transportation of Hubei Province, Agriculture Department of Hubei Province, Hubei National Defense Science and Technology Industry Office, Hubei Bureau of Surveying, Mapping and Geoinformation, Hubei Geological Bureau and other provincial departments, leaders of the municipal governments and economy and information technology commissions of Wuhan, Huangshi, Jingzhou, Yichang, Xiangyang, Ezhou and Xiaogan, and relevant principals of the Management Committee of the East Lake High-tech Development Zone, Zigui BDS Industrial Park, 40 representative BDS enterprises, provincial fund companies in the Yangtze River Economic Zone industry and provincial high-tech industry investment limited companies.
At the conference, Bu Jiangrong, Deputy Director of Hubei Economy and Information Technology Commission, read out the notification to commend 10 Hubei enterprises including Mengxin Technology which have outstanding performance in the development of Hubei’s BDS industry. It is hoped that these 10 enterprises can keep on playing a key role and lead the sustainable and rapid development of Hubei’s BDS industry!
